PSVAR exemption application window reopened by DfT

Operators can breathe a sigh of relief as the DfT reopens the application window for PSVAR regulation exemptions (for home-to-school coaches).

The announcement comes after operators reported difficulties with the process. Some operators were informed they’d failed to meet eligibility criteria on 10^th August and had to time to resubmit the applications.

How to apply for home-to-school PSVAR accessibility exemptions

You will need to prepare the following information to submit your application:

your contact details
your operator (‘O’) licence number
the vehicle identification number (VIN) for every coach used for home-to-school services from 1 August 2026, which is not PSVAR compliant

You will also need to provide the following figures, as of 1 May 2026:

how many coaches you had in your overall fleet
how many coaches you had in your overall fleet that were fully PSVAR compliant
how many coaches you used or were available for use on home-to-school and rail replacement services
how many coaches you used or were available for use on home-to-school and rail replacement services that were fully PSVAR compliant.

The period for applications is 25 August 2026 to 8 September 2026.

All coach operators registered with the Traffic Commissioner will receive notification of the option to apply for exemptions under the reopened process.
