Regulations like PSVAR and PSVAIR are working to make the roads safer and understanding the differences and requirements of each can ensure you’re ahead of the game in making your fleet as accessible as possible.
These regulations are all about breaking down barriers and ensuring every passenger can travel safely, independently and with dignity, no matter their capacity. Designing services with accessibility in mind benefits every passenger, making journeys simpler and safer.
PSVAR (Public Service Vehicles Accessibility Regulations) is a UK law with mandates that all public service buses and coaches carrying over 22 passengers on local or scheduled services must be fully accessible.
This applies to vehicles like public buses, coaches on scheduled routes and services like rail replacements or home-to-school schemes.
PSVAR applies in England, Scotland and Wales with Northern Ireland and Ireland having different rules.
The Department of Transport and DVSA work closely to enforce PSVAR compliance. Operators may face enforcement action where vehicles required to comply with PSVAR do not meet the regulations. Depending on the circumstances, this can include prohibitions, prosecution or action under equality legislation.
It can also be noted that the Public Service Vehicles (Conduct of Drivers, Inspectors, Conductors and Passengers (Amendment) Regulations 2002 requires that bus drivers and conductors provide reasonable assistance to disabled passengers when boarding and alighting their vehicles. PSVAR compliance isn’t just about added features; it’s about their functionality and properly trained bus drivers and operators are a key piece of the puzzle.
PSVAR does not apply to vehicles under 22 passengers, private hire vehicles and vehicles never used for local or scheduled services. It is possible for a public service vehicle which does not comply with the regulations to run. This requires an exemption by the Secretary of State of Transport with a special authorisation order under the Equality Act 2010.
For a vehicle to be compliant with PSVAR regulations, it will need to have a valid Accessibility Certificate or Certificate of Conformity. Operators can apply for a certificate using the PSV A1 application form on the GOV.UK website.
PSVAIR (Public Service Vehicles Accessible Information Regulations) was introduced in 2023 to ensure that all passengers using local transport services like buses and coaches have access to high-quality, accurate on-board information throughout their journey.
Unlike PSVAR, which focuses on physical accessibility, PSVAIR focuses on ensuring passengers receive the travel information they need in accessible formats throughout their journey. Part of the legislation outlines how this information needs to be timely, accurate, visible and available throughout the whole journey.
PSVAIR requires eligible vehicles to have:
PSVAIR applies to:
There are transitional exemptions and some vehicle exemptions depending on factors such as vehicle age, operating circumstances and service type. Operators should consult the latest Department for Transport guidance to determine whether their vehicles must comply and by when.

PSVAIR Prep is an industry term which means the vehicle has been wired and set up to easily install any of the mandatory PSVAIR equipment.
At EVM, we can install your PSVAIR tech at our workshop. However, if you would like to get yours installed elsewhere or have specific brands and requirements, we can ensure your new minibus or midi coach is ready.
Another important safety legislation to keep an eye on is GSR2 (General Safety Regulations 2), an EU law which mandates vehicles be equipped with a range of driver assistance technologies which reduce the risk of human error and greatly enhance driver safety.
Unlike PSVAR and PSAVIR, there are currently no laws in place in the UK* that state all vehicles must be equipped with GSR2 technology. However, as of July 2026, the Department of Transport is reviewing a proposal requiring manufacturers to equip all GB type-approved vehicles with a range of safety features, similar to, if not the same as, GSR2 equipment.
At EVM UK, we believe driver and passenger safety is of the utmost importance. We already stock and supply a series of vehicles fitted with GSR2 safety technologies and can ensure the minibus or midi coach you find with us meets all your safety requirements.

While PSVAR and PSVAIR have different requirements, they share the same objective: making public transport more accessible for everyone. PSVAR focuses on how passengers board and use a vehicle, while PSVAIR ensures they can confidently navigate their journey once on board.
Whether you’re purchasing a new vehicle, upgrading an existing fleet or preparing for future compliance, EVM can help you choose a solution that meets both current regulations and future accessibility requirements.
* Please note that in Northern Ireland, GSR2 is mandatory in line with EU laws.
